Solvarn:
Keep in mind that the primary goal of the game is to have fun. I am shooting for a certain experience and it's likely that some of these things won't end up working. All the rules are always up for discussion, modification, and debate.
Action Point: You get one action point every encounter
Healing Surges: You can spend a healing surge once per encounter to:
* Reroll a d20, you are stuck with the second roll
* Cast a ritual as a standard action
* Get rid of one penalty to a skill for an encounter (Best example, spend a healing surge to kick the armor check penalty from your Athletics for the remainder of the skill challenge)
Escalation Die:
At the beginning of the second round I will put out a D6 (I need to buy a bigger one) that we will call the escalation die. It will start at 1. On each subsequent round it will increase; at the start of round 3 it will move to 2, round 4 it moves to 3, etc. This will max out at 6.
PC's get a bonus to their attack rolls equal to the number on the escalation die.
Elite and solo monsters will get a bonus to their attack rolls and likely have powers that incorporate the escalation die.
Minions: At this tier minions have 5 hp. Single target attacks have an overflow aura of weapon reach + 1. This means that if the damage done to a minion exceeds 5 hp it carries on to the next one, etc.
Magic Items:
Players cannot create permanent magic items except through great effort. This usually involves some sort of quest and is dangerous and difficult. Sometimes things will happen in the world that naturally or accidentally enchant objects. It doesn't happen with residuum and a ritual.
Permanent magic items are more rare and more powerful. Many of them will have encounter, daily, and utility substitution powers if you wish to take advantage of them, among other powerful properties.
If players have ideas for items they want I'm always interested in hearing.
Revised Skills System:
When choosing skills you can choose any skills rather than the skills allotted to your class.
